Dr. Bilal Bilgili is an Architect and conservation strategist holding a PhD in Architectural Restoration from a leading technical university in Turkey, specializing in the strategic management and reconstruction of cultural heritage in post-conflict and disaster-affected zones. He completed his Master of Science degree in Architectural Restoration. His doctoral thesis focused on the Conservation and Management of Cultural Heritage in Post-War/Armed Conflict Urban Zones. This research included extensive field research in Lebanon and Bosnia and Herzegovina.

Dr. Bilgili’s strategic expertise is rooted in the critical intersection of architectural practice, heritage law, international humanitarian law, and resilience. He is deeply engaged in developing innovative conservation strategies and managing complex processes such as property rights, financial resource management, and stakeholder participation. This approach is vital for assessing long-term urban and social stability, reinforcing his focus on identity, memory, and resilience.

This strategic perspective is reinforced by a strong technical foundation and practical experience. His technical competence includes detailed architectural and archaeological surveys, documentation, restoration project preparation, and site application supervision. He has executed numerous projects, including the documentation and restoration of important historic urban sites and archaeological conservation work. Furthermore, his hybrid capabilities are supported by hands-on experience as an Expert Witness-Architect for national courts, investigating disaster-related damages for state authorities and private companies.

Dr. Bilgili’s comprehensive experience, which includes serving as a Lecturer and Research Assistant teaching both theoretical and applied conservation courses, enables him to provide sustainable solutions for international organizations and governments. His work ensures projects rebuild not just buildings, but the cultural and social identity they represent.
